Go into your device manager and make sure everything looks installed. If it is, there must be a ## code to put it in diag mode we're missing.

    OK, Moving on.......

Let me know if any of these codes do anything:
    ##3424#
    ##8778#
    *#7284#
    **87284

Next I want you to try just the part I copied from THIS post:

    Install QuickShortcutMaker.
Open it and type IOT in the search box.
Click on the entry that says IOTHiddenMenu / IOTHiddenMenu / com.android.hiddenmenu/com.android.hiddenmenu.IOTHiddenMenu
    Click OK

Then look on your main screen you should have a shortcut called

Awesome!! What does it do/say when you type ##8778#?

Here are some other codes to try as well:
    *#*#8778#*#*
    ##PORT#
    ##873283#
    ##4357*
    *#*#2846579#*#*

Otherwise I think I did find another method that might work, but requires me to root it:
If you have shell/ssh access to your phone, enter this command:

    echo 1 > /dev/qct_diag_enable
..and your phone should go into USB diag mode. when you are done just:
    echo 0 > /dev/qct_diag_enable

    -or-

    echo 1 > /sys/devices/virtual/usb_composite/diag/enable
    To disable diag mode:
    echo 0 > /sys/devices/virtual/usb_composite/diag/enable

I think I may be wrong about needing root- you should just need USB Development checked and ADB access on your PC
