both, a rom can be themed to look a certain way, and themes are what they are, most roms like apex come with ADW preinstalled in it, i came from LP i loved the versatility of LP but ADW has slowly begun to change my mind, and i think everytime i downloaded z4root from my phone it failed, i used my pc then selected mass storage mode, transfered the file, and enable install 3rd party software, and then there ya go.

I have heard alot about rubix but i have been running ApeX was running FlyX and decided apex was for me. play around with the roms, you will get alot of help from these forums if you mess anything up, but its still a caution to proceed with doing such things.

can z4root be downloaded to the phone and ran? or does it need to download to a pc?

also, I have LP on my phone now, when i d/l a ROM do i still need LP? also confused about ROM and themes? are these seperate or is a ROM kinda like a new theme?
download z4 to your phone and run from there
you can use lp with a rom or adw or another launcher ...your preference
a rom changes the way things operate in your system etc and a theme only changes the framework(colors and images etc)

Rom manager is just a handy ui for clockwork mod recovery. It won't do anything without the bootstrapper and you can manage without it, but it just makes your life a little easier. And before you do anything to your phone, make a stock backup so you can easily accept otas.
