I formatted my phone today erased all apps but for some reason apps in google play under "my apps" are not updated. I have all the apps there I ever installed. How can I fix it?

What is it that you are looking to do?

If it is updating your apps on your phone, then just click update for the apps you want to update.

That section of Google play is designed to show you all of the apps you've ever installed and bought.

Even if they aren't installed, that list will still be there. I don't believe there's a way to disable it without removing each app one by one.
