Just set up a GV account and whenever I get a call through GV it asks me to accept it or voicemail. I accepted one and am charged a dime on my balance. Will it charge me everytime I accept a call?

That has never happened to me. You may be mixing things up. I know they give to a 10 cent credit towards international calls when you sign up. go to your account online and make sure its a credit and not a charge

Google Voicemail is free and doesn't charge. You can use google's voicemail in place of your carriers voicemail(check the supported carriers.) Like the previous user mentioned, there is a ten cent credit to your account when activated.
The feature that announces the caller and asks you if you want to accept or send to VM is called "Call Screening" and if you would like to turn that off, go to Settings>Calls and switch "call screening" to off.

Are you sure that is not the 10 cent credit that they give you for international calls?
