You could try Astro File manager

    Astro File Manager

Copy programs to your SD card, browse to them in Astro and it will pick them up and allow you to install them.

You can PLACE the apps (.apk file) on the SD card of your phone from your PC.
However you INSTALL the apps using Astro on your phone.

I guess we're all assuming that you know about the Market, and it just doesn't have the app(s) you want - you DO know about the Market, right?!? :)
