The phone may need it to operate correctly.

I agree with LilBit. I wouldn't delete this if you want your WiFi to work properly.

besides, this is a system file. I would not touch any system file unless you know exactly what it does.

Ya not nice of me to not explain anything
That thing is the wi-fi popup that never stops appearing
I want to stop that from poping up constantly
I searched for a while and found some solutions that didn't work (like HiddenMenuWifiOffload there is no such thing in my phone I browsed activities)

Is this notifying you when an open wifi network is available? If this is the case, you can turn that off. On my Droid Razr HD (Android 4.1.2.) I would go to System > Wifi, tap the menu button at the bottom of the screen and choose "Advanced". In the Advanced screen, uncheck the "Network notification" option that notifies you when an open wifi network is available.

Network notification is off and it still pops up

What phone do you have? This thread could be moved to the section specific to your phone. Someone there may be able to help.

looked at "wifi_networks_available_notification_on" it was already 0

Turning wifi off helps too
