Help How do I PERMANTELY disable application notifications?

There are a ton of threads showing me how to do this. Its easy, just open application manager, select the app, uncheck the Show Notifications box, and viola, that SHOULD be the solution! I went through every single app and did this one day. When I restarted my phone, they were all checked again. I have tried over and over, and cannot find a solution to this. They stay off until the phone is reset. There is no bulk way to do this, and doing this for hundreds of apps after a reboot is unacceptable. Surely there has to be a fix? Does anyone have any suggestions or experience with this?

They stay unchecked on my S4. I'm rooted, but still running 4.3 MJA.
