How to Code in operationg system in android?

I am working on a project Personalizing Ringbacktone.I just want to put a song when someone call to anybody, at that time i just want to play song locally instead of ringbacktone.
Please, help me in this I want to know that how to capture the event of calling after just dialing the phone no.
