Apps How to create Admin Panel

[Android Question]

Dear All,

I am new in here,
i have a new App available on IOS and Android Rent2Ride
where people can rent their cars with driver or without.

the issue is, how can I create a simple admin panel? as the App was developed by an elancer.. and if someone, will do it, how much it should cost?
and what is the best way to market the App? should I use Facebook Ads or Google Ads, or is there any other ad channel that I better use,

please help out, as i am new in this area
