Root How to see phone in Windows 7

Hi I am running Windows 7 64 bit professional. I want to be able to my fascinate in windows so I can upload music and other files to it. I got the phone rooted following the root tutorial here. When I plug the phone via usb to my computer in usb storage mode. Nothing happens. The phone is not picked up. When I switch to media sync sometimes it pops up and I can transfer stuff to it and other times it doesn't even pop under the devices section. It just makes the usb device sound but nothing happens. I have the samsung drivers installed listed in the stickied rooting tutorial. (How to Root - Android Forums) Any advice on why it is inconsistenly picked up by windows?

They should be because I rooted the phone through them. Also it does pick up the phone in media sync mode, but just not consistently. Do most people use media sync mode or usb storage?
