Help I am not receiving text message notifications

I have seen this question posed many times but I have not seen a solution. All the sudden, I do not get text message notifications. I don't get anything in the notification bar and it does not say anything on the little envelope icon. I used to have a number where I would count the number of unread text messages but nothing even shows up there. Anybody have any suggestions? I would be very grateful.
the phone is a Samsung Galaxy s3, AT&T

Someone else with an AT&T S3 was having this issue. They got it resolved by calling AT&T. Here's what they did.
