    I suppose if the forum had your IP address it could track your general location based off of your carrier tower locations, but in order to actually get your phone number or exact location, the request would have to go through Verizon, and this is most likely only possible in the case of investigations. I don't think that any normal person, or even forum administrators with access to the IP, could track you down.

    For the cell network?, what could they find out with a cell ip?

    Not much, probably just the general area in which the IP is located and the owner, which is Verizon, not you.
