When changing my Home wallpaper I get the options "Album" or "Wallpaper gallery".
When doing the same for Lock screen it goes directly into my album pics. I could have sworn "Wallpaper gallery" use to come up. I know at one time I had a stock wallpaper on the lock screen. Maybe when I first got the phone, can't remember.
