IRC was around long before IM. About 10 years ago, IRC was a very popular method of communication, and just about everyone had an IRC client on their desktop. These days, most IM clients include basic IRC clients, but the protocol is used much less with the various other ways to communicate online now.

IRC is no harder to access, it just generally requires a client of some sort (desktop or web) to enter. Some IRC channels do require passwords, but that's a whole other discussion.
