Help in error report sent noticed

I was informed of an error in a file viewer app and requested to send a report via email. Upon reviewing the report I noticed something that caught my attention. I'll copy/paste the section here.

My question is: What does 'give the user the impression' mean? I don't think my phone is a world phone. Would this even apply to mine? Is it for traveling the world and not having insane bills?
