being the nerd i am my mind wanders ,i have a samsung galaxy precedent sitting around ,im wondering where do i start i want to turn it into a game controller for pc im wondering if its possible to come up with a custom rom for the perpouse and how to get started ,even use the gyro in diffrent ways ,let me know what yall think and suggest

I don't believe there is a ROM that could do what you are asking.

I have never really heard of turning your phone into a game controller for PC..ever. Sorry

It doesn't mean it isn't possible just saying I have never heard of this before.
