Location services work without data?

I turned on location services on my HTC sensation 4G today without Wifi on, and I dont have data on my phone or anything enabled.

My clock updated the weather.

How? Is this going to be charged?

Astronomical apps will let you enter latitude and longitude rather than GPS.
Weather Bug seems to be getting info from Router. I usually don't use network.
Turn off how your phone uses data and only allow certain stuff to sync.
I've stopped GMAil from syncing since I use 3 different devices and it gets confused.
Also stopped TMO syncing.
Some GPS doesn't need data. Garmin gets it from satellite. (They only charge for updating maps) I suppose it depends on phone and carrier.

I turn off auto sync and background data when on my mobile data network to prevent anything from syncing.
