Help MAC address (tethering) - should Galaxy see it straight away?

Can someone answer this question please.

I've added an IP Webcam (I've added the MAC address of the webcam via the tethering hotspot section on settings).

However, even though the IP cam has worked perfect for months, the Galaxy won't connect to the cam now. I use IP viewer cam app and it can't see the cam - I believe the fault is with the tethering and the MAC address of the cam.

I've double checked all settings and the MAC address and all seems well.

Any ideas please - I'm stumped.

btw, I haven't rooted the phone and believe I don't need to as it's worked fine before.
