System boot files, config files, backup image storage, android os system files, boatware, other storage.
Some of the space is hidden/restricted unless rooted, and even then you can't use all of it for just anything.

I started out with the 16GB too. (AT&T) After the first day, I ended up taking it back for the 32GB, because I ran out of space before downloading all of my apps from my previous phone. I paid the restock fee, but called customer service to have it waived. It only cost $50 more, which in the long run, is well worth the money.

    Sadly, this is typical.

I use FolderMount (which requires root) to move data to my 64GB SD card so I still have a reasonable amount of free space, but the only other option is to buy a 32GB S4.

The system OS and Samsung bloatware. Anytime you buy a computer, part of the storage space is taken up by such things. In the case of the S4, it takes up a rather large percentage.
