Help My SGH-i717 won't accept a sim card

I got my Note unlocked from eBay, I've also the sim tray replaced when using that cheap adapter anyway, how come H20 isn't working on my note? I tried make a call on that but stuck on dial but when I tried it on my iPhone it did made a call. If I put a T-mobile sim in my note made a call. Oddly i got signal but i still can't make a call. It's doesn't make sense and I had a chat with H2O and said its the device problem.
