Help mysterious clouds when turning on after sleep

I have settings display animations all set to OFF or No animations.
All my clocks/weather programs do not even have a settings animation option.
But I keep getting clouds after I drag down to unlock screen.

And you have to wait for them to finish clearing the screen before it will take screen input so it is a pain having to wait on them all the time.

How can I really get rid of them?

My phone is rooted, is there a file I can "rm" or "mv" out of the way?

Think yourself lucky you are not in the UK, here our desires always display the windscreen wiper.

Seriously though just get rid of the weather application, it drains the battery and the forecasts are never accurate.

I'm in the UK and I have no wiper - seriously useful feature it was

You need to get rid of the clock / weather widget, then add it back again - while you're doing this, there's an option to disable the weather animations.

Doubt it makes the forecasts anymore accurate though !
