Why cant we put a picture as a background in the notification bar,when you pull it down, you can customize everything else about the phone,but not this, can rooted phones change this?

I have dont a few different ROMs and themes for my G1 and none of them have done anything with the Notification background ... some have changed the Icons ... so not sure if the background is editable ... like the Apps tray is .. but even the apps tray has mainly been the level of opacity ..
