I only get this after signing in with my verizon account, but I can't preorder :/
I am getting a different annoying error. Do you have business/company discount setup in your account? I think mine is doing because of that.

That's one of the pages I'm getting as well. I do not have a company discount. I have an alltel plan though on an alltel phone, it's making me think that may be the problem.
I have been with Verizon for a long time, so my calling plan is one of the old ones that they no longer offer. Since I have to sign up with the National Access plan for this new phone, I may have to do it via customer service. Either way sounds like our problems are not related to the heavy server activity present at the moment.

I have the same problem. Site crashed in the middle of my pre-order.
They must have been working on several changes last night for sure. I was able to place my order this morning no issues. It walked me through the process of picking up the new changes for the equipment etc. I changed my Data plan from the previous $45 to the $30 version as well and retained the old Choice plan!
