Phone wide color change

Dear friends and colleagues,

I have a quick question, though I think this might not be an easy one.

I am writing an Android app that would make system wide changes of the screen color;
-> let's say RED on BLACK.
I have done a lot of googling and read many posts and articles on that, however it's not clear to me where to start.

Could you please point to a few online resources that would describe the process?
