photo editing app question

I use PhotoShop mobile usually whenever I need to edit photos. however, a friend with the iPhone showed me this app yesterday that you can delete all colors from photos and add colors to the parts of the picture you want. If that makes sense and you know of an app like that let me know. thanks

PicSay Pro lets you do that. Example-
