Just transferred from ATT to an Incredible yesterday. Pleased with the phone except my poor 3g speeds. I live in Seatlte/Bellevue, Wa and I was getting poor speeds in Seattle and Bellevue area.

Heres a test from my wifi connection at home

also, whenever I use speedtest app it seems to think that I live in kansas and does not give me the option to use Seattle, Wa as my server...

I live in TN, more specifically, middle TN. My speeds to a site that is located in TN is always slower than one that sends me to Dallas. Chicago does better than Atlanta, most of the time. Being nearer to a site doesn't always get you a better speed.

My 3G speeds on my Incredible are the same as they are on my girlfriends Droid. My Wifi speeds are better, though. Go figure.

The tests aren't perfect. Lots of things can make a difference. Your 3G speed seems fine. No need to worry.

Did it kill Facebook, Gmail, or some other app that may be syncing in the background perhaps?

My Motorola Droid gets all sorts of different speed measurements on Verizon. I have always found that the speed is directly related to signal quality and strength. This has also held true for my MiFi and other Broadband Connect cards on VZ.
