My phone used to connect to my laptop and it would say internet access but I could not surf the web. Try switching the UA "User agent" To fool the carrier into thinking that is your phone online and not your PC. I'm using Google chrome, I went to add on's and downloaded user agent switcher (gray mask with shades on) hopefully this helps someone. If you are using Firefox there are add ons for that as well.
