Recommendations for a GPS navigation app w/ specific features

I'm looking for a GPS navigation app to minimize handing out paper maps and descriptions for a Christmas season tacky light tour of a suburban area. To meet the project requirements, the app must:

- be readily downloadable for free, advertising is okay
- have a moving map display of location with visual & audio navigation instructions
- proximity to a point of interest (POI) triggers an audio description of the POI, preferably from included mp3 file(s) or as a last resort text to speech
- up to 100 described POI's
- all route information including POI's can be downloaded from our own server or emailed as a minimal number of attachments (for instance a route file & an audio file)
- have an Apple equivalent app for the unenlightened masses

Optional features include:

- a written introduction or cover page for the route, such as a message from our organization's president
- ability to download multiple routes to the app as a "package" rather than individually
- an image displayed for each point of interest, for example an aerial image from a drone

The user would download and install the app ahead of time and the route specific file(s) could be loaded ahead of time or at the tour start point. Upon arriving at the start point, the user can select an appropriate route: a short one with restless small children, an intermediate route for bored teenagers or a long drive for aficionados. While following the navigation instructions, coming within range of a specific home/POI would trigger an audio description of the lights displayed and the person that put them up. Multiple homes in close proximity would end up being treated as a single POI.

I would appreciate any recommendations for capable or partially capable apps.
