Turn off, hold vol down and press power. Boot into HBOOT. Use vol up and down to move through the menu and power to select. From here, Select recovery. At the screen with the desire and red triangle, press vol up and power. Select Wipe data/factory reset.

What events took place in the build up to this problem? Is it rooted? custom Rom? Branded?

How long has it been stuck at this screen? Once you reset, the system has to rebuild the dalvik cache, which can take upto 10-15 minutes sometimes. Give it that long, remove the battery and give it that long again. If still it does not boot, will need further investigation.
