Restore apps?

I read that to solve an issue that I was having, a hard reset was in order. So I push all my apps to the sd card, back up the sd card to my comp, and then go along with the hard reset. But first I decide that formatting the card would probably help clear up any chance of settings lingering over to the new reset. So my question is, is it possible to restore .asec files from the .android_secure folder? I have a few apps that I haven't upgraded due to permissions that I didn't think they should need, and was really hoping to not have to accept these permissions (and defeat). {Running Stock EVO 2.2 by the way} Anyways, thanks for the help.
