I have an S3 1747M unlocked and rooted running 4.3. I am having problems since I did an OTA upgrade to 4.3 and I cannot receive text or calls. I would like to downgrade to 4.1 or upgrade to 4.4. Can I do this? Can anyone suggest what process I need to go through or what would be the best ROMs ffor 4.4?

I'd downgrade if I were you. At least 4.3 didn't brick your phone. Go to SamMobile Firmwares Put in the model number, 1747, and look for firmware for your carrier or country.
