There is nothing difficult about issuing this and in truth it does not need a solicitor. A competent managing agent can handle it but if a solicitor is being used, it is the freehold company's solicitor who must do it. He needs to wait to be instructed by the managing agent /freeholder who in turn will have been contacted by the solicitor for the seller.
