Maybe it's a stupid question, but did you try to uninstall/reinstall?
I use WinXP and I did not have any problem with Kies, although I didn't use it to sync my contacts.
I read some reports of people having issues with Kies, but never about not being able to start it.

if you have a Gmail acct, why not just export the contacts to your desktop as .csv file, then upload to Gmail - and gmail will download to your galaxy as long as you have "sync" turned on

It's been quite a while since there was an update on this issue.
Please confirm if there is a fix for this yet.

Errors being received when attempting to start up kies:

I have tried reinstalling, but no luck.
I have tried running a repair on the .net 3 framework but this did not help.

The machine is complaining about a .dll file that is faulty or something. Is there a way to repair this dll without breaking anything else.

Something else that came to mind, is there a comparability with this application?
this runs perfectly on XP and vista, but win7 x32 and x64.

I look forward to your reply.
