Share wifi to phone? (no admin rights)

Does anyone have a good way to share wifi from laptop (Win 7) to my phone (4.2.2)?
I don't have admin rights and wifi settings are managed by admin. My laptop has HP Mobile Hotspot but I can't access the internet through it (connects but no access, guess its ad-hoc?).

Do you have any other suggestions to share wifi?

Or perhaps someone has had experience with usb dongles:
wifi usb - Free Shipping - DX
I see that some need software to be installed (so no good without admin rigths) and some that don't will not work. Any suggestions with these?

Those are mostly devices to provide WiFi to laptops mainly, either additional WiFi or if they don't have WiFi. But you'll still need admin rights to install the drivers. Presumably it's a company laptop, they usually don't give you admin rights for security reasons. You can create an adhoc shared network using them, but again you must have admin rights to do that.
