Shortcut Drag and Drop

I was having difficulty rearranging some desktop items because I could not drag them. No matter how many ways I tried to tap and hold, the shortcut would open the app instead of allowing me to drag its shortcut icon. I found that the cause was that the app was open in the background. My solution was to use my task manager (I use Task Panel) to kill the app. Once it was closed, the desktop shortcut could be be dragged.
