Because (and someone correct me if I'm wrong ) it requires 2.2 If you were even able to download it that amazing.

This is the fragment of their official FAQ:

"The application currently runs on some Samsung Android handsets, but not all. If your Samsung Galaxy S is running with the Android 2.2 (Froyo) update, then Skype is supported, but if you're still running Android 2.1 then you will not be able to sign in to Skype."

Another app US Galaxy S owners can't use while carriers and/or Samsung drag their feet on our Froyo update.

I have 2.2. Downloaded it. Then unistalled five minutes later. Pointless without front camera.

It's not so bad really when you're traveling. Just put the phone in front of a mirror, which most hotels have. VOIP is also great for international calling.

This is it. Skype is really good for international calls. Usually cheaper than calling cards and less hassle. I hope they will fix it soon.
