SMS spam blocker for non-contacts?

Does anyone know of an app that can use the contact list to determine whether or not to accept SMS messages?

If you're doing this to try to reduce SMS count in your plan, that can't be done. You're charged for SMS as soon as it hits your provider's server, not when it's delivered to your phone. So any app you load on your phone to screen unwanted SMS will simply clean up your inbox, not reduce SMS use.

That said, were you to get a Google Voice number and ask all your friends to SMS to that instead, you could block unwanted SMS from reaching your GV number, by using GV's blocking tools.

I bet there are 3rd party apps that block as you would like, but you should search in AppBrain for them. Maybe under "SMS blocker" or similar: Results from search "SMS Block"

EDIT: Handcent does this apparently. And is a great replacement for stock SMS app. But, again, won't help reduce your SMS count, will just keep them from reaching your inbox.
