Help Spy app? Help!

.I downloaded a file manager, and was snooping around and in the etc folder there was s user policy. I opened it with HTML reader and this is what i <?xml version="1.0" encoding="UTF-8"?>

. I have no idea what it is. Is it bad and how do i get rid of it. I did factory reset but still there. I am not a RAT nor do I partake in any RAT or rodent activities. Thank you

Download Antivirus apps like Zoner(https://play.google.com/store/apps/details?id=com.zoner.android.antivirus) or Sophos(https://play.google.com/store/apps/details?id=com.sophos.smsec). It might just be a FAKE. Also Where was that file? I need EXACT folder and file.blablabla

But that file isn't really anything. Plus, are you rooted?
