Startup manager application

Just bought a SmartQ V3 tablet PC, and I find like some other users, the Phone.apk/Dialer.apk is leeching my battery; 51% consumption in Cell Standby according to Batter Usage. I have deleted the .apk in the past, but that resulted in some of my apps not working, so I'd rather not do that again. Instead, I'd like to disable the app in the hopes of halting the devices high power consumption while retaining usage of apps that will not run without it. An application which will disable it at startup seems to be what I need; I've tried Startup Auditor, but it feeds me a "blah.blah.blah is known to be unstable when disabled. Disabling is disabled." Any suggestions?
