Apps swipe button or scrollbar

Would someone be able/prepared to make an android app that'd enable dragging/scrolling when controlling the phone via bluetooth(using wheelchair joystick). I use the joystick to move the cursor, meaning I cannot swipe. A small button at the side of the screen would be the most useful - either that or a scrollbar.
