I believe the T-Mobile 'Droids support calls over WiFi (VoIP). The support was recently ripped out of the ROMs so you may be able to get it up and running on non T-Mobile phones. I presume this takes advantage of the rip. I have not followed the link.

My Huawei S7 makes calls just fine. T-mobile SIM in there, it has 3G, it makes/takes calls with Bluetooth. And it cost half of what the Tab costs.

Using the GTalk, we could use voice communication through wifi or 3g network, and later in the android 2.3, they said it would support video communication.
