Tasker Data/Battery Control Question

Is it possible to do all this with tasker?:

-Data off at night
-begin turning on to sync once ever 1-3 hours from 630am-1230pm
-turn on mobile data when an app that requires it is called up, turn off after 2 minutes of non-use or whenever asleep (except when it comes time to sync)

have some or all of these been implemented? would it save a noticeable battery life?

It might get a little complicated. The only thing I see in there that Tasker won't be able to do is turn off data due to non-use - it has no facility for monitoring data use.
