Android SDK contains emulators for all android versions.

I'll assume you've done all four steps including installing the ADT plugin for Eclipse and adding platform components to the SDK.

Take the first step under the Next Steps heading of the Installed the SDK page, set up the hello world application. This will show you how to create an AVD (Android Virtual Device), build an Android .apk (application package), and run it on the emulator.

You want to rebuild Android itself? http://source.android.com/source But note that you can't do this under Windows. You have to do from with Linux or Mac OS X.
