I've had a Motorola Droid since April and I am still new to it. I want to change my icons/widgets to something like this. I think it would look better. I like how the icons are a different color and such. The dialer and internet icons are at the bottom too. Dunno if it is rooted or not. Is this just some basic widget app or something?

AFAIK you can't use themes without being rooted. Once you are rooted, though, you just download whatever metamorph theme you want, and use MM to install it.

That screen does appear to be rooted by the looks of the notification bar.
I'm not sure about the widgets- they may be available on the market.
For the homescreen, try Launcher Pro Beta which has the bottom dockbar. (and can add a fifth row of icons.)
Get Folder Organizer (free) or Bettercut to change the app icons, which you'll need to search for on the 'net.

The launcher in the picture is unmistakeably ADW.launcher, however, like thegreen said due to the notification bar and the fact that it's overclocked it is also certainly rooted...but you might find that you get what you want just by using ADW.launcher, which is free in the market, and remaining unrooted.

For the widgets, you can opt to pay for Beautiful Widgets, which the clock/weather widget on that screenshot is just a skinned version of Beautiful Home (a widget within Beautiful Widgets)

you have to root your phone...follow this...
Guide to Rooting Android 2.1 on a Motorola Droid - Droid Life: A Droid Community Blog

then you can put in 2.2 rom here...
Stock 2.1 to 2.2 Froyo Step By Step installation - Droid Forum - Verizon Droid & the Motorola Droid Forum

    or any rom you find......

here's my screens: rooted froyo 2.2 rom with 928 droid black glass 2.2 theme and launcherpro beta

and you can add a new boot animation (when you reboot your phone, you won't see the droid eye...you see this now on my phone!)....
