I can't really say which is better. I've personally always used TWRP as it was what was available for my device when I started rooting. I think some devices have support for both and some only get one or the other... I suppose the only way to know for sure is to try both if they are both available for your device and see which one you prefer.
I think you'll find that TWRP is probably more current, up-to-date and has more features nowadays...
Checking the ROM Manager recoveries list page do not show the most current devices being built with CWM (that is not to say that there are not new recoveries being built with/for CWM, they just don't look like their being publicized).
I've even seen Chainfire making references to TWRP vs. CWM...
Some prefer CWM, some prefer TWRP. I like TWRP. My suggestion is to flash both, put them through their paces for a few days each, and see which is right for YOU.
It also depends on the phone. For the model I own TWRP is better maintained and some ROMs don't work with CWM. On a different model it could be different. As with most root matters there's no guarantee that what works for one person will work best for everyone.
^^^ This. But when I have a choice I use TWRP. It just seems a little more advanced, a little slicker and more features. Good results can be had with either one.
