Help TXT issue since Kit Kat update

Since I took the OTA kit kat from Verizon on my stock Note 2 all of my incoming text messages are being read out loud. I don't have the hands free setting enabled, car mode is disabled as well as anything else that would read my text messages. Any ideas as to how to fix this preferably without a factory reset? Thanks for any help.

Look in your settings under Accessibility. Is Talkback enabled? If you have any other Accessibility apps listed there are any of those on?

Talk back is turned off and hands free mode is turned off. It has me stumped because I even tried looking in the hangouts app to see if there was a new setting I was overlooking. I have already cleared the cache too because I had a wifi stability issue after the update. Anyone else experiencing this?

There is another setting but i can't find/remember it right now. When I flashed my Kitkat/4.4.2 ROM on my Note 2, I had the same issue
