Help Unwanted application popups

Been having an issue with the following type of popups on my S4. Seems like a virus or something. It randomly pop up at any time.
I've cleared RAM and CACHE and cookies and anything possible. Even done a factory reset on the phone. After a few days it return again.











Please help. This is really annoying.
