It depends on what phone model you have. Android has to be built for the device, you can't just download and install a generic version. Normally the manufacturer builds an update which can be downloaded from the phone - there should be a menu option, e.g. on HTC devices it's "About -> Software Updates".

However, 1.5 is pretty old, and at some point all manufacturers stop providing updates. In this case you may be able to root the phone (gain administrator access) and apply an update built by an independent developer. However, rooting is device specific, and the ability to update this way depends on whether people have developed updates for the particular device, so you need to find out whether there is any development for your phone first.

So the key question is, which phone do you have? If we know that we might be able to point you to the right place to get an answer.
