Video Issues

Hello all. So I've had my GS4 for almost a year now, and I've loved it. However, this is the one problem with this phone that I've noticed since the beginning.

When friends send me video through messenger, I download it and it's always extremely pixelated, even though it may look totally normal on their phones.
It's a similar problem when I record video (I've given up on sending other people video altogether). When I use video chat or use Snapchat, my video is pixelated to the point where I can hardly tell what is being pictured - this is the same for both cameras.

I've read elsewhere that this has something to do with my carrier (AT&T), but I don't know if that's true.

Is there anyway to fix this? I really love this phone, it would be shame if I was stuck with this problem.

Wow you send videos IN A MMS or email if MMS your a bad dude . last time I looked no one could send a MMS video . it would pop up saying file to large

You can do mms clips.

Albeit grainy pixelated clips that aren't worth looking at
