Since my One X updated to Jellybean the wallpaper no longer scrolls. Is this a known fault or is it just me?

This is known and isn't what HTC considers a fault. Since your homescreens scroll infinitely in the sense launcher now (scroll to the right on your right-most one, and you will go to your left-most one), your wallpaper will be static instead of scrolling.

Not sure why HTC chose to do it this way, but it's not a fault. That's how it's supposed to be.

What they are saying is that Nova and Apex launcher, along with most 3rd party launchers, allow you to set either a scrolling or static wallpaper. You can use those (at the expense of not having a consistent sense look between your launcher and your system apps) to bring back the scrolling wallpaper, if it's that important to you.
